Both nationally and locally neglect remains the most frequent reason for children being referred to Childrens Services. However both national reports and local audits have continued to find that the identification and work to address neglect could be enhanced by:
A shared understanding of neglect across agencies
A shared understanding of the roles of local partners
The use of shared tools within a partnership area
The ability to build a shared chronology across agencies
The Newcastle Safeguarding Children Partnership has produced a multi-agency screening tool to be used by local partners and agencies in identifying neglect. This aims to provide a shared basis for initial discussions regarding neglect. There is a guidance document to support professionals think about how they use this screening tool:

Neglect is the persistent failure to meet a child’s basic physical and/or psychological needs, likely to result in the serious impairment of the child’s health or development (Working Together, 2023)

The Newcastle Safeguarding Children’s Partnership is a multi-agency partnership, with responsibility for safeguarding children and young people throughout the city. Leadership is provided by three statutory partners, Newcastle City Council, Northumbria Police, and Newcastle Gateshead Clinical Commissioning Group. Their work is coordinated by the Independent Chair Heather Pearson. The NSCP works closely with other relevant groups to ensure a coordinated, city wide, approach to a range of issues which cross the boundaries of age, and are therefore not the specific remit of any one particular group. These include Safe Newcastle and the Newcastle Safeguarding Adults Board.
